Kano JSC Demotes Court Registrar by one grade level for misconduct
The Kano State Judicial Service Commission, at its 82nd Meeting held on 20th May 2025, has approved a series of disciplinary measures and administrative decisions in line with its statutory mandate to ensure discipline, integrity and accountability within the judiciary.
The Commission adopted the recommendations of the Judiciary Public Complaints Committee (JPCC) investigations into several complaints against judicial officers and court staff.
Court Registrar Salisu Sule has been demoted by one grade level after the JPCC found overwhelming evidence of misconduct in four separate complaints bordering on insults, intimidation and abuse of office.
The investigation established that he consistently used the name of the judiciary to harass and intimidate the public in the course of his duties. The Commission noted that he had previously been issued a warning letter dated 19th December 2024 and now resolved to impose this stiffer sanction and demoted him one grade level with immediate effect.
In a separate investigation Ahmad Aliyu Danmaraya a Principal Registrar attached to the High Court Headquarters Kano was found by the JPCC to have forged an affidavit, affixed the High Court stamp and seal and inscribed a fake receipt number knowing fully well he is not a commissioner for oaths.
The Commission adopted the JPCC’s recommendation and directed that he proceeds on compulsory retirement with immediate effect for acts of gross misconduct.
In a similar recommendations by the JPCC, the Commission has approved the recall of Alkali Mustapha Kiru of the Sharia Court for a period of one year after the JPCC found that the Sharia Court Judge delivered a ruling to close the case cv/81/2021 Zuwaira Kiru vs Kabiru Ibrahim for failure of the plaintiff to produce witness in court and after closing the case he went ahead and issued a writ of possession in respect of the disputed farm land which clearly voilates principles of fair hearing.
The judge also imprisioned the petitioner off record for 3 weeks for challenging the issuance of the writ of posseession to the defendant. Alkali Nasiru Ahmad has been issued a warning by the commission after the JPCC found him to be negligent in the case of C.O.P vs Auwal Sani and 3 others CR/319/2022 and his non adherence to the practice and procedure in criminal matters which can lead to miscarriage of justice.
In line with its continued effort to maintain discipline and ethical conduct, the Commission has also isuued a warning letter to His Worship Sakina Aminu a Senior Magistrate in respect of cases C.O.P vs Isah Hassan KA/0013/CT26/2025 and C.O.P vs Umar Abdullahi KA/004CT26/HK/2025 for assigning a Police Prosecutor in her proceedings.
She is cautioned against acting contrary to the express directives of the Hon. Chief Judge or any superior officer to whom she reports. She is further advised to maintain a cordial working relationship with State Counsel posted to her court and to fully comply with the Hon. Chief Judge’s circular prohibiting the engagement of police prosecutors in handling cases before her court.
In the same vein, the Commission has approved the re-instatement of Chief Magistrate Mustapha Sa’ad Datti and Chief Magistrate Rabi Abdulkadir who were earlier recalled. After careful review, the Commission resolved that they should resume sitting and continue with their judicial duties. They are however admonished to uphold the highest standards of integrity diligence and professionalism in the discharge of their judicial functions.
The Kano State Judicial Service Commission remains steadfast in promoting accountability and professionalism within the judiciary reiterating its non tolerance stance on any form of misconduct.
