stakeholders of the Kano State Hisbah Board have unanimously called for improved welfare, enhanced training, and full government support for the agency, while firmly rejecting moves to establish a parallel Hisbah structure in the state.
The position was reached during a stakeholders’ meeting chaired by Professor Ibrahim Mu’azzam Mai Bushira where former Commanders-General, senior directors, and other top officials of the Hisbah Board deliberated extensively on recent private attempts to create an independent Hisbah organisation.
At a press briefing in Kano, the stakeholders reaffirmed that “there shall be only one Hisbah in Kano State,” stressing that the current board is legally backed by the law passed by the Kano State House of Assembly in 2003.
Any attempt to set up a separate Hisbah entity, they warned, is “politically motivated” and capable of causing chaos, insecurity, and confusion in the state.

Professor Mai Bushira, noted that, Hisbah personnel must not be dismissed without due process and called for a more transparent recruitment system that priorities candidates who are educationally qualified, morally upright, and physically fit, rather than those driven by sectarian or material interests.
On welfare, he emphasized the urgent need for government to prioritize allowances, logistics, and other critical support to ensure personnel deliver effectively.
“Hisbah allowances must reflect their performance, while training programmes should be overhauled to promote best practices and enhance operational efficiency,” he stated.
He urged the Hisbah management to conduct regular self-audits to uphold discipline, noting that the conduct of each officer collectively represents the image of the institution.
The board was also encouraged to strengthen public relations and form strategic partnerships to improve accountability and service delivery.
The stakeholders reaffirmed Hisbah’s pivotal role in promoting peace, moral discipline, and social stability in Kano State, urging all political leaders, policymakers, and influential citizens to support the agency and keep it unified.

They also commended the state government for efforts to enhance security but reminded authorities to fully implement the resolutions adopted at the meeting to strengthen Hisbah operations.
Professor Mu’azzam expressed the commitment to sustaining the legally established Hisbah Board as an essential institution for peace, security, and community development in Kano State.
